Biography
General Roach is a proud 5th generation Tulanian commissioned from Army ROTC. He holds a MS in Logistics Management from Florida Tech, an MBA from Golden Gate University, an Army War College Fellowship from the University of Texas at Austin and a Senior Executive Fellowship from Harvard Kennedy School. His Army duties were principally in logistics and strategic transportation including six command assignments. He spent a dozen years in the Department of Homeland Security as a career member of the Senior Executive Service leading policy and planning functions for the Commissioner of Customs and Border Protection. He established the National Plans Office at Transportation Security Administration where he led the Transportation Systems Sector and the Postal and Shipping Sector, and concurrently led the intergovernmental implementation of the President’s National Strategy for Aviation Security. He was also a Senior Member of the Technical Staff at Sandia National Laboratories and led vulnerability assessments of critical defense infrastructure while a loaned executive to the Defense Threat Reduction Agency. In 2024, General Roach was elected president of The Flag and General Officers’ Network, a war veterans organization of 2200 admirals and generals. He is married to Dr. Elena Alexandrovna D’yakonova of St. Petersburg, Russia who holds a PhD in plasma physics.
