Biography

Lance H. Spencer is an accomplished global president, board member, and retired U.S. Air Force Colonel with a distinguished career at the intersection of technology, telecommunications, and defense. As a divisional CEO and Global President, he has led $400M P&Ls and high-performing teams of more than 300, delivered double-digit year-over-year growth, and secured over $1.5B in new business. Known for aligning advanced technologies, including 5G, cybersecurity, enterprise IT, and space-based communications, he has modernized defense and commercial operations worldwide. A decorated military leader and Air Force Cyberspace Hall of Fame inductee, Lance has excelled in building enduring partnerships, winning transformative contracts, and driving innovation.

Lance serves on multiple boards and is an elected Council Member of the Town Council of Kiawah Island, SC, which has $50M in investments and a $20M annual budget; he has also served as Chair of the Infrastructure and Public Works Committee and as a member of the Ways and Means Committee. He serves on the board of Cyber Patriot, a national K–12 cybersecurity education program that serves 30,000 youth annually. Prior he served on the Air & Space Forces Association Senior Industry Advisory Board, the USO Mid-Atlantic Board of Advisors, and the Armed Forces Communications and Electronics Association Board of Directors. In these roles, he advises on strategy and infrastructure investment for organizations with budgets ranging from $72M to over $235M and memberships exceeding 124,000.

Lance serves as President & CEO of Connecting Domains, LLC where he advises global defense, telecom leaders, and global investments corporations on market strategies for space communications, cybersecurity, and infrastructure modernization. Prior, he held leadership roles with AT&T, ultimately as Client Executive Vice President, where he led defense and aerospace markets with $300M–$400M P&Ls. He spearheaded the Department of Defense’s entry into 5G, secured dozens of contracts worth hundreds of millions of dollars across DoD, influenced national spectrum policy, and built an industry-government consortia to advance open radio access networks. There, he led a $250M divestiture, delivered 52% growth in one year, and ideated and won an innovative contract to change how the Air Force procures networks.

His U.S. Air Force career included commanding global cyber, space, IT, and intelligence operations and leading $2B portfolios and a 1,000-person organization. He led the establishment of a $6.3B military satellite communication program to provide protected connectivity not available in the commercial market. Lance invented the Task Management Tool, which has since been implemented across dozens of federal agencies to track assignments, collaboration, and responses. He also served in NATO and joint combat roles across Europe, the Middle East, Africa, and the Arctic.

Lance holds an M.S. in Industrial Engineering from the University of Nebraska–Lincoln and a B.S. in Electrical Engineering from Tulane University. He is a graduate of the Air War College and holds advanced certifications in cyberspace operations, space operations, and defense acquisition. A sought-after speaker, he has presented to audiences of up to 2,000 on emerging technologies, defense innovation, and mission transformation. His additional awards include the Legion of Merit, AT&T Diamond Club honors, the Air Force Association Citation of Honor, and recognition as Partner of the Year by the Naval Postgraduate School. Lance is an Eagle Scout, expert marksman, black belt in martial arts, and scuba diver. He spends his free time on the beach with his wife and German shepherd.
