Biography

Joining the U.S. Coast Guard in 1980, Sue’s career included sailing on a cutter off the Oregon coast, commanding a communication station in Japan, and achieving full qualification as a Coast Guard Marine Inspector for engineering systems, hull structural standards, life-saving and fire-fighting systems, as well as mariner training and qualification standards. While serving in Washington D.C., she authored regulations for controversial single-hulled tank vessels, wrote significant life-saving requirements for off-shore platforms, and proposed changes to pollution prevention requirements for U.S. facilities.  Following the 9/11 terrorist attacks, Sue was part of the U.S. diplomatic team that negotiated the dramatic changes to SOLAS and created the International Ship and Port facility Security (ISPS) requirements with over 120 countries.  Sue directed port and emergency response operations as the Captain of the Port for the Upper Mississippi River and the Puget Sound areas where she was the senior Coast Guard command authority.  She has been recognized as an Inclusive Management Fellow of the Center for Public Administration and Policy (Virginia Tech & University of California) and by the Harvard Kennedy School of Government.  Sue concluded her distinguished Coast Guard career overseeing the extensive testing and security needed to investigate the BP Deepwater Horizon oil spill as the U. S. Federal Court’s designated Special Master.  Sue coordinated eight federal agencies and 18 other parties of interest in over 20 separate investigations of the Deepwater Horizon incident.  After retiring from the Coast Guard, Sue has remained in New Orleans, LA currently running her own company focused on maritime safety and security.  Additionally, she is an Adjunct Professor for the Naval War College’s International program and for the Emergency and Security Studies Program at Tulane University’s School of Professional Advancement.
