Biography
Leanne Saloom Howell is a staff attorney for the United States District Court for the Eastern District of Louisiana, where she has held multiple judicial law clerk positions since January of 1989. Her current position focuses on legal research and writing in the areas of prisoner civil rights litigation and habeas corpus and other administrative duties. Mrs. Howell is a licensed attorney in Louisiana in good standing since 1987, with memberships since 1989 in the Bars of the United States District Courts for the Eastern and Middle Districts of Louisiana and the Federal Court Clerks Association. She is also a member of the Federal Bar Association and a Master member of the St. Thomas More - Loyola Law American Inn of Court.
Mrs. Howell has served as a guest lecturer and panel participant at numerous professional education seminars addressing legal writing for paralegals, trends in civil rights and federal habeas corpus law, and federal law clerk training and development. She also served by invitation on conference planning and competency development committees for the Federal Judicial Center.
Mrs. Howell has been an adjunct instructor for SoPA since January of 1989. She was honored to receive the John Percy Dyer Award in 2008 for her distinguished service and commitment to the education of students at Tulane University. She also received a Distinguished Faculty Award in 2023 for outstanding classroom dedication and performance.
What are your favorite activities when you are not working?
I enjoy road trips off of the main highways, weekends at the beach, and playing a round of golf on a very forgiving course.

Crescent City Steakhouse, Galatoires, Hummus & More, and in Lafayette, Alesi's Pizza and La Fonda's.
What is your favorite thing about SoPA?
My favorite things about SoPA are the energy and innovation of all involved, from the Dean, Associate Deans and Directors, to the staff and faculty. There is a fresh and constant focus on the students and providing a well-balanced, modern curriculum rooted in the fundamentals. That is what a Tulane University degree is all about.
