Biography

Heather Hilliard, CEM, has been involved for more than two decades in emergency response, working with the government and private sectors as well as NGOs – she currently serves as Principal at R. Roan Enterprises, focusing on strategic and disaster planning. She earned her undergraduate degree here at Tulane and her Masters degrees at the University of Pittsburgh. She was integral in Louisiana’s response to the Deepwater Horizon Oil Spill as well as Pandemic Influenza and developed/executed statewide training for CHEMpack and the SNS. She has been part of ICS in many incidents, attended training at the Naval Postgraduate School, lectured at USNORTHCOM and DOD/IBRD, and has earned federal and local commendations for her contributions. She has published several emergency management articles and edited textbooks.
