Biography
Carlos Evans is Associate General Counsel at the Celanese Corporation, a global leader in chemical and specialty materials. With over two decades of experience in environmental, health, and stewardship law, he advises on complex regulatory matters, capital projects, site remediation, and sustainable solutions. He partners with Celanese facilities worldwide to reduce environmental and health risks, manage legacy site remediation, advance projects that support corporate sustainability goals, and ensure product quality and performance.
Before joining Celanese, Mr. Evans served as the Director of the City of Dallas’ Office of Environmental Quality & Sustainability for three years, leading over 100 team members in advancing the City’s sustainability strategy, ensuring environmental compliance, overseeing site remediation, and supporting capital projects. Prior to joining the City of Dallas, he spent twenty years at the U.S. Environmental Protection Agency, where he negotiated environmental enforcement actions, developed cleanup program policies, and collaborated with the White House and senior leadership on environmental justice, Title VI of the Civil Rights Act of 1964, and other priorities.
