
Biography
Carlos Evans is an assistant regional counsel at the U.S. Environmental Protection Agency, Region 6 (Dallas, TX). Mr. Evans currently litigates cases to enforce the Clean Air Act against oil and gas, chemical manufacturing, rubber manufacturing, pulp and paper mill, and other companies.
Mr. Evans joined U.S. EPA in 2003 as an assistant regional counsel in U.S. EPA, Region 5 (Chicago, IL) where he brought enforcement actions related to all environmental media. Thereafter, Mr. Evans worked at U.S. EPA, Headquarters (Washington, DC) for over ten years where he focused on enforcing CERCLA and other cleanup authorities. Mr. Evans also worked with the White House and Administrators Lisa Jackson and Gina McCarthy to advance environmental justice, Title VI of the Civil Rights Act of 1964, and reducing pollution from freight transportation.
Mr. Evans earned his bachelor of arts degree from the University of Michigan, Ann Arbor, and juris doctor from Howard University School of Law.
