Bruce France has an extensive background in leadership and project management. He has provided organizational change management and project/program management support to both Federal and local government organizations over the past 19 years. A retired Naval Officer with 23 years of service he served as a Master Instructor at the United States Naval Academy in the Computer Science Department.
Mr. France holds a bachelor’s degree in History from Tulane University, a master of science in Information Systems from the Naval Postgraduate School and a master of science in Management from Troy University. He is a certified Project Management Professional (PMP), Certified Quality Auditor (CQA), Change Management Advanced Practitioner (CMAP) and a Louisiana Quality Foundation Malcolm Baldrige State Examiner.
