Biography
Laura Rodriguez-Mascorro serves as the Campus Emergency Manager at the University of California, Merced Police Department, where she leads comprehensive programs focused on emergency preparedness, response, and recovery. Joining UC Merced in 2019 as the university’s first Emergency Manager, Laura brought years of prior experience from the California State University, Stanislaus Police Department, where she specialized in emergency management and continuity planning.
At UC Merced, Laura coordinates all aspects of campus emergency operations—from mitigation planning and policy development to training, exercises, and public outreach. She manages the university’s Emergency Operations Center (EOC) during times of crisis and fosters collaboration across departments, local agencies, and state partners to enhance community resilience.
Laura is also the host and co-founder of the UC Merced Safety Conference, a growing cross-sector event that brings together professionals from K–12 and higher education, law enforcement, fire services, emergency medical and healthcare organizations, emergency management, behavioral and mental health agencies, public information officer, and community-based organizations. The conference serves as a statewide platform for strengthening partnerships, advancing best practices, and promoting a culture of safety, preparedness, and collaboration across diverse disciplines.
She holds a Master of Professional Studies in Emergency Management from Tulane University, a Bachelor of Science in Business Administration from California State University, Stanislaus, and is a graduate of FEMA’s National Emergency Management Advanced Academy.
