
Biography
Carl Hatfield is the lead maritime risk analyst at the Eighth Coast Guard District, headquartered in New Orleans. Mr. Hatfield teaches undergraduate courses in domestic and international terrorism, and critical infrastructure protection at SoPA.
The Eighth District covers all or part of 26 states throughout the Gulf Coast and heartland of America. It stretches from the Appalachian Mountains and Chattahoochee River in the east, to the Rocky Mountains in the west, and from the border between the U.S. and Mexico and the Gulf of Mexico to the Canadian border in North Dakota. There are 1,200 miles of coastline and 10,300 miles of inland navigable waterways located in his area of responsibility. The Eighth District is home to two of the nation’s busiest ports, New Orleans and Houston. More than two million barrels of oil and one million tons of cargo are imported daily. Seventeen of the top 40 busiest ports by tonnage are located in the Eighth District.
In his response role, Mr. Hatfield is a member of the Coast Guard Atlantic Area Incident
Management Assist Team serving as a Type-1 Maritime Transportation System Recovery Unit
Leader. His past response experience includes the Haitian earthquake of 2010, Deepwater
Horizon oil spill of 2010, Mississippi River flooding of 2011, and numerous other type-2 and 3
pollution and marine salvage incidents.
Mr. Hatfield is a Homeland Security Information Network (HSIN) subject matter expert within
the Coast Guard. He served on the design team for the Super Bowl XLVII Community of
Interest (COI) and was the coauthor of the first ever mobile HSIN user interface. The mobile
interface enabled the hundreds of users access to real-time information in the field. He has led many other instances of HSIN’s use from hurricanes to oil spills, increasing situational
awareness for leadership and responders alike.
Mr. Hatfield is an honor graduate of the United States Navy Senior Enlisted Academy and has a B.S. from Excelsior College, an M.A in National Security and Strategic Studies from the U.S.
Naval War College, an M.A. in International Relations, a, M.S. in Innovation and Strategic
Management, and a Graduate Certificate in Cybersecurity and Intelligence from Salve Regina
University.
