Governments primarily use open-source intelligence to reduce expensive intelligence collection budgets. Businesses conduct scientific and technical research, identify investment opportunities, and conduct market and future trends studies to enhance decision-making using open-source methods and analysis. Private citizens can and have used OSINT to investigate human rights violations, war crimes, and genocides.
