Mr. Boese currently serves as the Chief Administrative Officer for the Southeast Louisiana Flood Protection Authority-East (Flood Protection Authority). The Flood Protection Authority is responsible for the physical, operational and financial integrity of the regional flood risk management system protecting the east bank of Jefferson, Orleans and St. Bernard Parishes and 450K people and $79B of infrastructure. Mr. Boese is directly responsible for all aspects of the Authority, including Engineering, Operations and Maintenance, Police, Human Resources, Finance, IT, Public Affairs, and all Administrative functions.
Prior to joining the Flood Protection Authority, Mr. Boese was an executive for two national engineering firms and led state-wide operations in Louisiana from 2006-2015, managing state-wide operations focused on flood protection and coastal restoration. His experience includes serving as the Chief of Staff of the Corps of Engineers’ Hurricane Protection Office post-Katrina, Program Manager and senior consultant for $4.1B of levee and floodwall construction, and was responsible for his company’s work on the new Veteran Affairs Hospital, the new Louis Armstrong Airport and the Permanent Pump Stations.
Mr. Boese was an active duty Army officer for 11 years, and served combat tours in Iraq and Kuwait including leading an 84-person combat engineer company during the initial ground invasion of Iraq in 2003. While on active duty, Mr. Boese was the deputy course manager for a military engineering graduate-level program and is a certified Department of Defense Master Instructor.
Mr. Boese has a B.A. in Civil Engineering from Rice University, a M.S. in Engineering Management from Missouri University of Science and Technology and a J.D. from Loyola University School of Law, New Orleans. Mr. Boese is a licensed attorney in Louisiana.
Mr. Boese lives in the New Orleans area with his wife Julie, a successful small business owner specializing in engineering drafting and design, and their children.
What's the first career you dreamed of having as a child?
Being a Marine, but the Army gave me a better scholarship so I ended up a Soldier instead.
What are your favorite activities when you are not working?
Family, fishing, shooting.
If you could travel anywhere, where would you go?
The Netherlands. I had the opportunity to go there for work in 2017 to visit flood control structures, and really enjoyed the short trip.
